I take art theft very seriously, but I am of the opinion the DeviantArt (DA) does not. I screen every deviant whose art I add to favourites or comment on, and I regularly come across stolen art work. Most of the time, the "theft" takes the form of a person posting someone else' artwork and claiming it as their own. I always submit a violation report to DA, stating that there are likely permission issues, and provide an example of where the art is posted elsewhere. However, the response from DA staff is always the same: "We would prefer it if the original owner of the work contacted us directly by filing a copyright infringement notice by email at violations@deviantart.com" I view this as an unacceptable stance on art theft. If it can be clearly proven that the deviant has posted stolen artwork, it should be removed and the user should be banned. DA seems indifferent.
I have contacted them about this issue, but have never received a satisfactory answer as to WHY they take this position. I am rather fed up with it.
